The balance of power never stays stable ,just remember how things changed between 1990 and 2000 in the East European countries.It's much better for the Israeli policy planners to sow the seeds of confidence and equality rather than apartheid within the borders of Israel if they were sincere to the future of their children who dream to live in peace and tranquility.
