Preventing torture needs assurances

WASHINGTON, July 17 (UPI) — To assure detainees won’t be tortured after transfer from U.S. custody, assurances must be evaluated, a new report from the Council on Foreign Relations says.
The report, released Thursday by the non-partisan foreign policy organization, says if the United States is to improve its image after controversial interrogation techniques at the Abu Ghraib and Guantanamo Bay detention facilities, certain challenges must be overcome to make sure detainees transferred out of U.S. custody won’t be tortured by the receiving countries, the Council on Foreign Relations reported.
The report, authored by Council on Foreign Relations fellow Ashley Deeks, calls for a publicly released definition of what assurances against torture the United States requires for a safe transfer of a detainee.
It also calls for strong monitoring arrangements and the use of incentives for receiving countries that adhere to any assurances made. Additionally, the report advocates greater involvement with Congress and with European states and Canada that also may be holding detainees, among other recommendations.
“If the United States can strengthen its ability to monitor the treatment of those who have been transferred, help improve the facilities of the receiving states, and work in concert with close allies on this problem of mutual concern, the United States will be able to retain the use of an important policy tool while reiterating its commitment to humane treatment,” the release said.
